Proposing a Policymaking Framework to Combat Inequality in the Islamic Republic of Iran: A Case Study on Poverty Alleviation and Eradicating Marginalization

Given the significance and growing prevalence of poverty in Iranian society, this study aims to propose an effective policymaking framework to combat inequality in the Islamic Republic of Iran, focusing on poverty alleviation and eradicating marginalization.The research addresses the lack of a cohesive policymaking model, which has been a major barrier to achieving meaningful progress in this area.
Methods:The research adopts an applied approach in its objective and employs qualitative methods. Grounded theory, based on the Strauss and Corbin approach, was utilized as the primary methodology. Data were collected through in-depth interviews with 12 experts, including policymakers, managers, and academic specialists. The analysis involved three stages of coding: open, axial, and selective, and interviews continued until theoretical saturation was reached.
Results:The analysis identified 142 open codes, 22 thematic categories, and six core themes. The proposed grounded theory model comprises six components:
Core Phenomenon: A policymaking framework for combating inequality.
Causal Conditions: Networking, fostering innovation, challenge identification, and demographic factors.
Contextual Conditions: Index-oriented planning, quality-centric approaches, foresight, and systematic documentation.
Intervening Conditions: Robust monitoring and evaluation systems, advocacy, and support mechanisms.
Strategies: Goal-oriented planning, program-based execution, justice-oriented initiatives, and productivity enhancement.
Outcomes: Justice promotion, poverty alleviation, reduced migration from marginalized areas, strengthened local economies, social sustainability, and feedback-driven results.
Conclusions:The findings offer a structured and actionable policymaking framework to address inequality and advance poverty alleviation and marginalization efforts in the Islamic Republic of Iran. This model provides practical insights and strategies to guide policymakers in achieving sustainable social and economic outcomes.
